PHASE I of the PROJECT

BUILDING CONDITION ASSESSMENT

The condition survey is the first step in providing building owners with a comprehensive evaluation of their structure and all accessible areas are included. The data attained will be assimilated in a thorough written report with pertinent photographs including an important funding tool of a conceptual budget estimating costs for needed maintenance actions. Specific elements inspected include, but are not limited to; structurally reinforced concrete, guard railings, sealants, vertical and horizontal coatings, roofing systems, envelop walls and water intrusion sources, doors and windows, and other related components of the structure.

The final action of this phase is completed at a board of directors’ meeting where a PowerPoint Presentation is given by Keystone to deliver the written report with intent to educate the membership on the findings and recommendations for rehabilitation and asset-preservation.

PHASE II of the PROJECT

REPAIR SPECIFICATIONS AND BIDDING DOCUMENTS

The key to obtaining competitive bids is to have complete specifications and bid documents that accurately describe the work to be completed. Keystone Engineering will define the scope of work, specifications and written documents to ensure the work satisfies all building code requirements and fulfils the agreed upon work decided from Phase I.

Properly formatted bid documents are vital to a successful project to provide a consistent format for contractors to submit pricing, allows for simple comparison of bids, and most importantly reduces costly change order work.

This phase concludes when the association chooses a contractor, which typically occurs after a formal contractor interview of the best candidates for the project after final bids are submitted.

PHASE III of the PROJECT

PROJECT MANAGEMENT AND CONTRACTOR SUPERVISION

Keystones initial action of this phase is to prepare a set of signed and sealed documents to satisfy the chosen contractor’s procuring of the building permit.

A pre-construction meeting will be held at the site to establish critical project policies for hours and days of work, sequencing of repair activities and the chain of communication.

Keystone will examine the work in-progress to ensure compliance with the project specifications and manufacturers installation instructions.

Keystone will review contractor payment requests for compliance with Florida Statute 713 for proper progress payments and final payment.

The ending action of this phase is the final inspection of the work and approving the closeout documents to satisfy all essential requirements for warranties and guarantees prior to authorizing final payment to the contractor.
